This is the answer I got from Speidel for the 10L malt pipe:

Please start with minimum of 12l and not more as 14l of water.
Use not less than 2.3 kg of malt.
Max 3kg is ok.

The spread sheet indicating 11.5lts is basically the same as Speidel.

If you want/need to underlet when you dough-in could you not fill the 20lt BM to say the just below 25lt mark without the malt pipe installed, wet crush/mill and collect your grain into the malt pipe with the bottom screen in place of course then add the top scree and then slowly install the loaded malt pipe into the BM thereby effectively under letting
